DEPUTY DIRECTOR POLICY, PROGRAMMES, AND PLANNING

Contribution to Rights & Democracy

In accordance with the recognized policies, procedures, and the priorities approved by Rights & Democracy` management, the Deputy Director, Policy, Programmes and Planning works under the authority of the Director of Policy, Programmes and Planning, and supports him/her in all of the related duties, particularly programme staff management by directly supervising employees within the team. While favoring productivity, the Deputy Director must maintain positive relations with the employees.

Main activities:
The Deputy Director, Policy, Programmes and Planning

  • Participates in long-term planning, conceptualization, administration and management of the programme portfolios;
  • Contributes to the reflection on strategic programme orientations, especially those that emanate from, and affect the programme officers he/she supervises, and ensures that their implementation, through projects produces the expected results;
  • When required, puts into place mechanisms that allow the policy team to interact and influence his/her team’s programme decisions;
  • Develops project portfolios for his/her territory, and puts into place the follow-up mechanisms to monitor the evolution of each project, and of the portfolio as a whole. Ensure that the balance reflected in the strategic orientations between human rights and democratic development is similar to the programme portfolio. Takes the necessary steps to meet his/her annual financial objectives.
  • Works with the Director of Development in researching and preparing donor funding applications, particularly for the development of project concepts, the transmission of relevant information to seek project-based funding, or private fundraising in the development, writing and financial setup of project proposals;
  • Supports and trains his/her staff in finding new project ideas and alternative funding sources in the field;
  • Works in unison with the other Deputy Director to ensure dialogue with Rights & Democracy’s department of communications, in order to prioritize the communication activities within programmes;
  • Is directly responsible for supervising a certain number of programme staff;
  • Assumes management of his/her staff; organizes their performance evaluation, authorizes requests for overtime, vacation, travel, and ensures the follow-up;
  • Deals with the administrative questions of his/her staff;
  • May be called upon to replace the Director of Policy, Programmes and Planning in his/her absence;
  • Participates as a member of Rights & Democracy’s Management committee;
  • Proposes possible improvements to labour relation mechanisms already in place, based on his/her observations of the practices in force;
  • May be called upon to coordinate the organization of programme committees; which includes preparation of the agendas, overseeing logistics and preparation of the minutes, as well as chairing the meetings;
  • Works with the Director of Policy, Programmes and Planning, in establishing and maintaining ties with different organizations working in related or complementary fields, more specifically for the themes related to humans rights and democratic development;
  • Contributes to the preparation and updating of the calendar of programme activities;
  • Prepares various documents for management;
  • Performs research as requested by the Director of Policy, Programmes and Planning;
  • May be called upon to travel, when required.

Required qualifications:

  • Master’s degree in a relevant discipline or equivalent experience;
  • In-depth knowledge of the issues related to human rights and democratic development in developing countries;
  • Solid skills for establishing support networks related to Rights & Democracy`s activities;
  • At least two years of experience in a developing country in programme management, democratic development or human rights, and in donor relations;
  • Proven skills in strategic analysis of situations and the information obtained, synthesizing data, and writing complete and concise reports;
  • Proven abilities in applied research;
  • Excellent oral and written communication skills;
  • Diplomatic and tactful;
  • Good management skills, particularly in personnel management;
  • Excellent ability to organize and prioritize;
  • Flexibility and ability to work on different projects and accomplish highly diversified tasks;
  • Teamwork skills;
  • Self-starter;
  • Good mastery of information technology tools;
  • Bilingualism (French and English) is essential. Knowledge of a third language is an asset;
  • Good writing skills in both English and French.

The successful candidate must be a Canadian citizen or have permanent resident status in Canada.

Duration: Permanent full time position for undetermined period.
 
Compensation: Competitive salary and many benefits (non-union management position).

Start date: September 2010
